On July 12, the Tianjin Municipal Urban Management Commission announced the “Organization and Implementation Plan” for the “Tianjin Street Lighting Project 1001” and the “National Day for Promoting the Implementation of Urban Management Work,” respectively, concerning the upgrading and construction of nighttime lighting facilities in Tianjin to comprehensively enhance the city’s lighting.

Transforming and Upgrading Street Lighting Facilities to Promote Smart City Construction

According to the implementation plan, the project mainly includes five tasks.

First, redesigning outdated equipment to eliminate potential safety hazards. The focus should be on upgrading and refurbishing old lamps, lanterns, poles, cables, light boxes, and other street lighting facilities to address their shortcomings and protect people’s livelihoods and safety. Tunnels, waterways, overpasses, side streets, alleys, and other areas with weak lighting conditions require renovation and upgrading.

Second, improving the power supply network and intelligent monitoring. Upgrading the power supply network for street lighting in the city center will improve the reliability of the power supply. And improving the coverage of various types of smart monitoring equipment, such as the city government’s protection of critical areas, in accordance with the unified lighting monitoring and transformation plan, to enhance smart monitoring capabilities.

Third, implementing a pilot project for building smart street lighting systems. The pilot phase included Tianjin South and West Railway Stations, Tianjin Railway Station, Yu Yi Road, Five Roads, the Italian-Style District, and other key areas. The aim was to build smart street lighting systems and transform lighting poles into transportation systems, utilizing forward sensing and network coverage for local government, transportation, security, and other professional services. This contributes to building a shared construction system, shared governance, and a win-win IoT ecosystem, supporting the development of a smart city in Tianjin.

Fourth, adopting energy-saving products to achieve green development. Existing mercury lamps will be replaced with high-efficiency, low-energy LED lamps, contributing to the development of green and sustainable lighting facilities.

Fifth, preparing a special plan for improving the lighting system. Based on the assimilation of other urban lighting planning practices and concepts, the organization of experts, professional teams, and social forces, and meticulous planning, organization, and scientific coordination, the goal is to ensure that Tianjin’s lighting plan is completed to the highest standards of quality and efficiency by the end of 2019.

The project plan is understood to be a three-year transformation cycle (2019-2021), to be implemented within 36 months of project approval.

Efforts are underway to create nighttime scenic lighting and comprehensively improve urban lighting.

The Tianjin Municipal Urban Area Management Commission issued the “On Implementing National Day for Promoting Comprehensive Urban Area Management Work,” stating that Tianjin will focus on creating a nighttime lighting landscape and comprehensively improving city lighting.

Furthermore, Tianjin will significantly strengthen the management of nighttime lighting construction. This includes carrying out thorough inspections and repairs of the lighting in key areas such as the Olympic Sports Center, Haihe Jinwan Square, Mawei Building, Holiday Inn, and other major locations, building by building, to eliminate lighting outages, unsynchronized opening and closing times, image instability, and other issues. Enhance the nighttime lighting effect on Yuyi Road, North Yuyi Road, and Xiaobailu District; consolidate and improve the lighting system around Tianjin Railway Station Plaza; and enhance nighttime lighting for new projects on both sides of the Haihe River. This will create a “four-pronged” approach, striving to create a beautiful “Tianjin at Night” and highlighting the city’s international style. Strengthen daily management and conduct thorough inspections to ensure that the city’s nighttime lighting achieves 100% compliance with safety standards.

Furthermore, Tianjin will significantly improve the management of street lighting maintenance. This aims to guarantee “no equipment malfunctions, no flickering, no errors, and no service complaints.” Regular inspections will be conducted on lighting facilities, addressing issues such as power lines, missing lighting units, insufficient illumination, and operational instability. Through comprehensive management, the goal is to ensure that the street lighting rate reaches 99% for Level 1, 98.5% for Level 2, and 98.5% for Level 3. The lighting coverage of secondary and side streets has reached 98.5%. The rapid resolution of lighting outages and other issues has been demonstrated by ensuring that the repair cycle for all types of lighting malfunctions does not exceed 48 hours.

Jinan’s Night Economy Takes a Major Upgrade! The first batch of 54 night-time business zones has been announced.

On July 15, the Jinan Municipal Government released the “Jinan Municipal Government’s Ten Measures to Protect the Nighttime Economy through its Management System Services.” Simultaneously, the next phase of development for 54 night-time business zones in Jinan was announced, including Kuancheng Comprehensive Commercial Street, Li Broad Street, Furong Historical and Folk Culture Street, Chu Shui Ting Folk Culture Street, Baihuazhou Commercial Street, Lu Yuen Street, and others.
